This thesis first analyzed the present situation of Ningbo port group Ltd;the inside and outside factors that affected Ningbo port group Ltd development. From analysis, it gets the idea that Ningbo port group Ltd strategic goal is to develop to be an international first-class deepwater container hinge port . Four problems will be met when Ningbo port group Ltd put in practice with its strategic goal: lack of funds to develop iron ore terminal and to build new tugs ,pilot ships ;the performance and structure of present tugs and pilot ships are not fit for the operation demand of large container vessels ; the inspiriting mechanism for equipment management is not flexible and it is difficult to inspire the technical persons enthusiasm; revenue difference between retired persons and working persons are more and more .We can solve the four problems by establishing a independent stock limited company fully owned by all Ningbo port employee Through the operation of the company, we can collect funds to solve the problem of lacking money in developing iron ore terminal and building new tugs ,pilot ships. By selling more stock to equipment management persons , they get more and long inspiration. The company's funds can be invested in building new type tugs and pilot ships which can suit to operation with large container ships , so we can gradually solve the problem of bad performance and structure of present tugs and pilot ships. At last ,by selling some stock to retired persons ,the retired person can get more revenue from the company's development and we can realize the aim that retired persons revenue increase synchronize with the company's benefit increase and to enhance the port attraction.At last, This thesis has assumed the company's establishment and operation methods and also discussed how to build an efficient inspiriting mechanism on technical persons.
