Two research issues are addressed in this paper: Analysis of the cooperation relationship in the third party logistics'operation and analysis of the business cost. The analysis of the cooperation relationship is about the research of the relationship of logistics service clients and the third-party logistics service agents. Firstly, a modified grey multi-hierarchical comprehensive evaluation (GMCE) is adopted to give a scientific basis to the third-party logistics service agent and a three-lever evaluation is built for the selection of the project. According to this evaluation system, it gives an overall and system evaluation. And the theory of entropy is adopted in the process of the evaluation to determine the weight of index with a less subjectivity. Then, a game-theoretic model is developed to study the contract design problem of a third party logistics buyer when he is faced with a third party logistics provider and the quality of service and the cost of providing the service are private information to the latter. The Revelation Principle is applied to the analysis and the optimal contract. Subsequently, the paper describes the concept and composing of business cost,and also introduces a quantitative method to calculate each city's and area's index of business cost. AHP and Delphi method are applied to decide the weighting of index. Then, the paper describes the relationship between the business cost and area economic development. The text also analyses the status of business cost of Xi'an National Hi-tech Industries Development Zone and compares it with other regions'business cost. Lastly, the measures of how to reduce the business cost of Xi'an National Hi-tech Industries Development Zone and how to heighten Xi'an's city competent power are given.
