The Research On Public Finance System Innovation To Promote The Economy Development Of The Central Part In China

It is true that regional economy does not develop equilibrium and the central part develops very slowly in China. At the present, how to develop the economy of central part in China has become an important research, which directly relates to harmonize a society of establishment and the development road in future China. Because of the limitation on resources supplies, it is impossible for central government to give more support in policy or capital investment to central part of China. If the central part wants to grow, the only way is to innovate, look for exit from the inner part of itself. The public finance institution, as a breach in each reform, is placed in a core position in numerous institutions. It is not an exception about the development of the central part region in China. Therefore, this subject of"the research on the public finance system innovation to promote economy development of the central part in China"has important realistic meaning.This text regards public finance system as the thread, and takes the serious restrict of public finance system to the economic development of central part region as starting point, regards it as the goals to reform and consummate the public finance system in central part region, also develop the economy of central part region. The thesis uses many ways to discuss the public finance system innovation to promote the economy development of the central part in China, which are theory elaboration, present situation analyses and practical summary, ect. The article, based on the theory that the regional economy must develop equally over a long period of time, combines institution innovation, especially the theory of public finance system innovation, proves the foundation of reform from the theories perspective. Second, the paper adopts a great deal of data to analyze the present economy situation in central part region in China, according to this, also analyzes the restraints on public finance system concretely and in detail which restricts the development of central part region in China. At last, the paper puts forward some suggestions which may promote the economy development of central part in China from six aspects: innovate finance expenditure system to support agriculture, innovate finance input system to support education, reform tax system for sustainable development, innovate finance investment system to widen supply channel of public goods, innovate finance system of organization to blaze potential, innovate budget management system to improve using effectiveness of finance capital . The thesis also put forward that the public finance system innovation should be pushed on conformably with the reform of government function and property rights institution.
