The Research On The The Efficiency Of The Public Financial Expenditure And Improved Way Based On The Scientific Development Ideology

The aim of the Scientific Development Ideology is to realize the Harmonious development of the society. The improvement of the efficiency of the public Financial Expenditure have great Theoretical and Practical Implications for the spread of the Scientific Development Ideology, the improvement of the Governing Capability of the public department and the establishment of the Harmonious Society. In terms of the mixed Economics and Welfare Economics, the public Financial Expenditure is the cost to implement Resource Allocation for government, the efficiency of the public Financial Expenditure is the ameliorative level of the social Marginal welfare, including the efficiency of the public Resource Allocation and the X-Efficiency of the public Financial Expenditure.This article always focuses on efficiency. First, three issues are discussed, including the X-Efficiency of the public department full of competition and incentive force, the gross of the public Financial Expenditure and the allocation efficiency of the structure proportion which accord with the Samuelsson's Equilibrium.Then, the situation of the efficiency of the public Financial Expenditure since the public Finance system are established in the period of the ninth five-year plan is analyzed from the aspect of the history and international. Some problems are concluded, including Financial Expenditure can not meet the public demand though the proportion is very high, the structure of the Financial Expenditure is unbalanced, the operational efficiency of the public department is very low and the badness of the public Financial management, which cause the low efficiency of the public Financial Expenditure, absolute poverty, relative poverty, the inextricability of the social fairness and the low harmoniousness of the environment and society.To solve the existing problems, suggestions to improve Chinese public financial expense efficiency are raised based on researches and experience home and abroad:Firstly, the total amount of public financial expenditure should take around 30% of GDP. To push harmonious development of society, environment and economy, the financial expenditures structure should be as follow: 20% of total financial expenditure for economic construction, 26% for society & education, 25% for social security, 13% for administration management, 10% for national defense and 6% for the rest expenditures.
