Estimating The Bid Lower Than The Cost In The Method Of Lowest Evaluated Bid Price

Bid-evaluating in the construction project is a complicated system engineering, it is the key to decide whether a bid and tender is successful or not. Along with《The Standard of Constructional BOQ》has been implemented in our country, constitute an appropriate evaluation method has important practical significance. At present, China's practice is primarily used by the lowest evaluated bid price method, estimating the bid lower than the individual cost of enterprises or not is the key of the method of lowest evaluated bid price. However, the individual cost of enterprises are impacted by too many factors, it's very difficult to work out the result in little time. Currently the targeted approach has some defects in the process of evaluation and the effect is unimpressive. For solving the problem, this article research to the estimating individual cost of enterprises. Though analyzing the actuality in China, the author bring forward two way which are establishing"reasonable confidence"and combining the technology and economy to improve the Bid-evaluating method .First, the article introduce and analyze the actuality of the method of lowest evaluated bid price and the research production, on top of summarize the new problem of estimating the bid lower than the individual cost of enterprises or not, then analyze the essential of construction cost and devise the method to solve the problem. Finally, use a case to prove the correctness of the method.
