Based on the analysis of thermal power enterprises'internal and external influence factors, according to total factor productivity theory and its fundamental model, this thesis constructs the total factor productivity model that is suited for thermal power enterprise. And the total factor productivity is separated into four parts by analyzing the frontier production function: technical progress rate, technical efficiency, return to scale and allocation efficiency. At last, the total factor productivity and its analytical formula fit for thermal power enterprise are used to make a case study of DH generating plant, and regression analysis on each indicator of technical efficiency is also made in order to find out the major influence factors. It can be seen that the measure method of this thesis and the model established are well-applied to thermal power enterprises, which help them to stabilize and enhance these technical efficiency indicators and resource allocation efficiency pointedly, as well as give feasible suggestions to improve the comprehensive efficiency of operation and management.
