The developed counties tried every possible means to carry out the strategy of trade protection and imposed restrictions on importing from other countries in the name of achieving the various goals of GATT, accelerating the process of the national standardization, promoting the globalization of attestation and judgment system, also in the name of protecting the environment and consumers' benefits. Green Trade Barrier is often used as one of the most important ways of protecting the national benefits, for its rationality in name, legitimacy in form and concealment in means.Since China joined in WTO, the door of agricultural product exporting has been opened, but the increase of the Green Trade Barrier has caused the threshold of exporting to be higher and higher. China has been one of the most important countries that export large amounts of agricultural products and Shan Dong province has grown into Chinese the largest exports province. The agricultural product export is one of the most important forces of economic development in Lin-Yi city. But since 2002, the exporting of agricultural product has been held up now and then by the Green Trade Barrier, which has caused a large loss to peasants and the enterprises. The Green Trade Barrier increases difficulty of agricultural product export, weakens the competition advantages of Chinese labor-intensive agricultural products in the international market, and raises the cost of export. So we should lucubrate the theory with thinking Lin-Yi practice to make the countermeasures as early as we can and break through the Green Trade Barrier. Only in this way, we can get the superiority in the international competition, and this is purpose of the thesis.The thesis use the comparative analysis, positive analysis, inductive and deductive analysis to try to expound current situations of the influences of Green Trade Barrier to the agricultural product export in Lin-Yi city, and grope for the counter measures to deal with the Green Trade Barrier. This thesis mainly discuss from the following perspectives:Firstly, the important roles of the agricultural product export in the economic development in Lin-Yi city. The Green Trade Barrier, as one of the most important ways of protection in international trade, is a crucial factor influencing the agricultural product export, and the agricultural product export is one of the significant role in the economic development in Lin-Yi city. This part mainly deals with the effects of agricultural product export on the economic growth in Lin-Yi, peasant income increase, and employment.Secondly, the influences of the Green Trade Barrier to the agricultural product export in Lin-Yi city and the reason analysis. Lin-Yi city economy has been seriously influenced by the Green Trade Barrier, but the barrier played positive role in local environment and agricultural development.
