With the development of country economy and telecommunication technology , the widespread of telecom service, the competition becomes more sharper. This makes optimizing of the network the emphasis in work..Local transmission network means network entities which are built to provide transmission circuit for all kinds of service via optical firber using several kinds of transmission technologies. Local transmission network really works. With the transfer of the emphasis of the service providers , to build effective multi-service supported local transmission network becomes theirs general goal. The emphasis of local transmission network in domestic telecom market is not brand-provided any more,but the reliability,smart and low cost on building and maintenance of the network.Network Optimization means that reasonable plan and reconstructive plan for present network were brought forward and better service quality is gained.Local network optimization is a long-term durative system engineering which need ceaseless explore. Before network plan and construction ,we should collect dada needed. And on the basis of analysis ,we should build a effective ,valued-added transmission network.After several year's building, the numbers of nodes in local transmission network becomes large and topology of the network becomes complex. Security hidden-trouble is to be reconstructed. How to carry out the optimization of the local transimission network is faced with the service providers. The analyse and study on the problems of local transimission network being carried out , based on HEZHE Mobile's local transimission network, pressing and fessible schemes of network optimization are brought out. And they make low fare on construction and maintenance possible. It is instructive for China Mobile Company, China Unicom Company, and other service providers.Carrying out the project of local transmission network, based on the presence of HeZhe branch, Shangdong province China Mobile Group company, the problems are analysed and service is forcasted according to the developing trend of the local transmission network and the characters of 3G network. Knowledge on Management Economy, Project Management, Project Evaluation, Project plan and control, Project fare control, Project quality control, Project general control is used, several analyse methods is managed in this article. Detailed analyse and study is set forth on service forcast, engineering construction and investment estimate. More emphase is put on network optimization .In chapter one, the important sense and effect of the construction of local transmission network. The necessity of the optimization is set forth. Gists which are provided by China Mobile Company, Shangdong Mobile, Hezhe brantch are enumerated in this chapter. The primary content, scope and principle of the study of the optimization is described. General programme is set forth for deeper study.In chapter two, particular investigate on conduit, optical fiber, rate of useof the transimission equipments in Hezhe Mobile's local transmission network is carried out. The problems in existence is brought forward. And exact information is offerd for the construction and maintenance of the network. Further more ,reasonable optimization scheme is made. This part of workload being heavy, it is the base of the optimization project and the key of success of the project.In chapter three, firstly the goal of Hezhe Mobile's local transmission network is set forth. Secondly, particular development strategy is made according to the goal which is set forth. Lastly, the forcast of service relay and need for circuit of all service is confirmed after taking in account the characters of all service. The forcast is used as the base of making sure the scale and equipment configuration of the network optimization project.In chapter four, independently network optimization schemes of conduit, optical fiber and transimission equipments are set forth in detail. Discuss is carried out on principle of conduit construction , principle of the rout choosing, factors which should be considerd in the construction of conduit and the choosing of hole number of conduit. Scheme of conduit ptimization is made according to the discuss, and the conclusion about conduit building scale and project investment is drawn. The construction principle of inter-connecting optical fiber, relay optical fiber, trunk optical fiber in access layer, optical fiber in layout layer and local optical fiber is brought out. Proposals on the choice of optical fiber and the scheme of use of optical fiber are put forward, and the scheme of optical fiber optimization is gained. Discuss on the technology, principle , and the equipment choose in the network is carried out, and the goal network's construction scheme is established. Several schemes on different equipment are put forward and the commended scheme is confirmed after the comparison of different buildup-network schemes.In chapter five, the construction scale of optimization project is calculated in details, and the investment of these works is analysed after the cost calculated according to actual price level firstly. The recommended construction scale is that 37.6 km conduit, 21.6km conduit optical fiber, 679.1km aerial optical fiber, 10 entities of SDH network elements are needed for Hezhe Mobile. The investment for conduit is 2,632,000yuan, accounting for 12.98%. The investment for optical fiber is 12,147,700yuan, accounting for 74.72%. The investment for transimission equipment is 2,492,600yuan, accounting for 12.30%. The standpoint of the author is set forth through the project cost control of the trasimission network. Reasonable proposal is brought forward on inner cost verifying and calculating.The recommended scheme of network optimization in this article is put in practice already. As a result, it makes the structure of Hezhe Moble's local transimission network more reasonable, and the system security and flexibility of implement improved. The need for multi-service access is meet, and the quality of network service rised to a new stage. The progress of Hezhe Moble's local transimission network's being digital, broad-banded, effective and high quality is accelerated. Cost on construction and maintance was turned down. Well benefit in economy and society has been created.
