Small and medium-sized enterprises have got swift and violent development since the reform and opening up in the west of China. They play an important role in promoting the development of regional economy, optimizing and upgrading the western industrial structure, shifting the surplus rural labor force, expanding social employment, guaranteeing social stability, and so on. After examining current situation in the west of China, I suggest setting up and improving western financing system of small and medium-sized enterprises for relieving present western small and medium-sized enterprises difficult financing problem. Meanwhile, with the aid of the fuzzy mathematical model method, the fuzzy efficiency of western small and medium-sized enterprises is evaluated. Then I find that the western financing channel of small and medium-sized enterprises is mainly internal financing, but after all, the internal financing ability is limited. So enterprises should strengthen their own quality, improve the enterprise prestige degree, coordinate the relations among banks and enterprises, then it enable enterprises develop in a healthy and rapid way.
