Employment Problems Of The Northeast Area Of China And Promoting Countermeasures

In 2003, the Central Party Committee and the State Council are in line with promoting the development of each region in harmony,and put forward the task of adjusting,transforming and revitalizing to the old industrial bases areas, such as the Northeast,etc.. With the putting forward of Revitalizing Policy,we found that the restriction to the development of Northeast area is not the economic growth slowly,but the difficulty of employment. Over the past 20 years of Reforming and Opening, especially in the most recent ten years when China's economy increased at full speed, there were many problems in Northeast area. Such as the comparatively outstanding unemployment rate has existed for a long time, the rate of Northeast is higher than average national level, the question of discordant between economic growth rate and employment increase rate,etc.. And we still have not found a steady ripe labor-intensive industry can receive the redundant workforce of this area effectively so far. The problem of unemployment has already influenced the development of the regional economy and the stability and unity of the society of Northeast area seriously. It has already become a great obstacle factor which influencing this area to structure the harmonious society.In this text we studied the classic theory of Employment,expounded the present situation and the main problems of the Northeast area's employment in detail, probed into the reasons of the unemployment and reemployment hard conscientiously, and put forward the corresponding concrete countermeasure to every reason in hope of offering some reference to improve the Northeast employment situation.The text is divided into four parts altogether: 1.Theory and Studies of EmploymentIn this part, the theory is studied in depth, and we analyze some major views of employment that has already be studied by other academics. On the basis of summarizing the theory marrow and other academics' view conscientiously,we combined these theory to the actual conditions of the Northeast area to solve the unemployment problem reasonably.2 . Present Situation and Major Problems of Employment in Northeast AreaIn this part, we explain the present situation and the major problems of Northeast area's employment in detail. This part starts with the situation analysis of employment of Northeast area,using the statistic (from 1995 to 2005) of Northeast area and the whole country's, comparatively analyzing the employment situation of Northeast area and the whole country's, from different industry to different department , in order to holding the employment question of Northeast area more accurately.By this, we can discover the main employment question of Northeast area:1. The unemployment of Northeast area is in great scale, and the unemployment rate of this area is higher than the average national level far; 2. The employment elasticity of economic growth is low, every industry in this area are all unable to drive employment to increase effectively; 3. The system of employment in this area developed slowly; 4. The pressure on employment of Northeast area is outstanding.3. Reason Analysis of Employment in Northeast AreaIn this part, we analysis the main reason of how the employment problem produced and why it is so difficult to be solved in Northeast area in-depth. It is the focal point that this text studies. By studied the reform of state-owned enterprise, industrial structure, structure of the scope of the enterprise and the resource respect, we hope to find out the true reason why the employment question in Northeast area can not be improved in short time.4.Countermeasures to Expand Employment in Northeast AreaThis part is the core section of this text, corresponding to the second and the third part , we put forward the corresponding settlement countermeasure,in order to promote the health tremendous development of the economy society of Northeast area. The concrete countermeasure put forward includes: Industrial policy, Supporting policy for small and medium-sized enterprises policy , Urbanization and arranging of the economic space reasonably policy, Education and retrain policy, and output workforce policy.The conclusion of the article is proposed:Full employment is the inherent request for structuring the harmonious society, also is the request of carrying out the scientific development view and adhering to people first policy. Most importantly, full employment is the key to revitalizing the employment problem of Northeast area. The primary goal of revitalizing this area is mainly to accelerate the reemployment of unemployed people,to improve the living standards of the people conscientiously, to solve the employment difficult problem of the Northeast fast.The innovation of this text lies in combining analysis the employment problem and urbanization level of Northeast area, point out that the area should be reconfirmed its developing orientation and function position, perfect the urban function, improve the urbanization level, develop the urban service trade positively. All of these above are the inexorable trend which northeast area should go through, these are also the effective countermeasures of solving employment problem.
