The Research For American E-Commerce Operational Model And Policy

The wide use of the IT has impulsed the development of economic globalization and informationalization. National Science Foundation declared the opening of the internet for business use in 1991, from which the business activities based on the internet develop quickly and the concept of the E-business was in form. E-business played a more and more important role in extending business space, reducing the cost, raising efficiency and promoting the development of economy, and it keeps developing quickly and continually in the world. Lots of developed countries consider E-business as a strategic priority to optimize the allocation of global resources, to participate in the international division of labor and to achieve the advantage in the global competition.E-business originated in the U.S. Amozon.com, the first online bookstore, opened in 1995, can be considered as the beginning of E-business, and also as the symbol of economic activity through the internet.In the first five years (1995-1999) of the development of E-business, the economy of the United States continued to grow at a high speed, with the annual average growth rate of 4%, and the inflation rate 2% or so. The rate of unemployment decreased remarkably to 4% and conditions of financial revenue and expense changed from deficit into surplus, so it made the new miracle in the economic development in the most developed countries. The American's successful practice caused all the nations and all the international organizations to attach great importance to E-business. The swift and violent development of E-business in America is attributed to the U.S. government's extraordinary support. In December 1995, President, Bill Clinton, advocated establishing cross-section US Government Working Group on Electronic Commerce, which is in charge of formulating the policies and measures on E-business, harmonizing and supervising the related sections'implement. From 1995 to 2000, in order to drive the growth of E-business, the American government constituted series of measures, documents and laws, which played a positive role in regulating the development of E-business. In July 1997, the US put forward"A Framework for Global Electronic Commerce"as a programmatic document, which set principles and directions for American E-business, and gave the enterprises policy orientation. The framework brought great influence on the E-business development of the US and the whole world.The E-business in our country started rather late and developed relatively slowly. We have made some progresses in improving the basic net environment, starting to set up E-business standard and safety certification, reforming the environment of payment, logistics management and E-business service, making up policies, laws and regulations relative to E-business. However, because the weak basic establishment, the slow making of E-business laws and the governmental informationalization can not meet the demand of economic development, the contradictions between them are very remarkable.We can get lots of useful enlightenments and references in the research of measures which the American government applied in spurring the development of E-business.The paper consists of four parts. The first part casts back the origin and the process of development of E-business, the evolvement of the concept of E-business, and analyses the accelerating function of E-business to the national economy. The second part analyses the general situation of the development of E-business during 1999 and 2005 in the US. The third part expounds and deeply analyses a series of measures and basic principles by the American government to promote the development of E-business. Finally, in the fourth part, integrating the analyses in the third part., the author discusses the general situation and the existing problems in the growth of E-business, and sums up some enlightenment about the E-business development in our country.
