Finance is the key position of National Economy. The government plays a dominant role in national economic development. Banks, as financial institutions that are credit mediators as well as pay medium and that run savings, loans, gatherings and settling accounts alike, are undoubtedly the leading core in financial system. Hence government in different nations spares no efforts to make their relations move towards accelerating national economic development when governing relations between them.In view of the fact that our government support strongly state-owned commercial banks and the close relations between them, state-owned commercial banks occupy a very important part in financial system. With the socialist market economic structure improved gradually, the relations between local governments and commercial banks has been changing. In the late 1990s, a new change appeared in bank-government cooperation. Under the influence of the pattern of bank-government cooperation between the National Development Bank and AnHui municipal government, various bank-government cooperation has been formed among commercial banks and local governments. However, along with the development of bank-government cooperation and the challenges as well as competitions we are faced with since we joined the WTO, our government has not only begun to ponder over shifting the government functions, but also changed state-owned commercial banks into a system of shares. With their development our bank-government cooperation reveals a great number of problems, which impede social development. How to analyze and solve these problems and to build a kind of bank-government cooperation that is suited to the country's actual conditions is what the shunting governments and banks have to consider.This dissertation, except introduction and epilogue, includes five partsPart1: it defines what bank-government cooperation is and expounds some related theories; from the government's, bank's and enterprise's point of view, the dissertation demonstrates the necessity of implementing bank-government cooperation; it also proofs the related theories of the bank-enterprise relation and government-enterprise relation and the development of regional economy, and explains the connection between the theory of bank-government cooperation and other theories. Part2: the dissertation describes the history of relation between our government and state-owned banks since the adoption of reform and opening policies. Concretely speaking, it can be divided into four periods: in 1979-1993 two component system of bank, in 1993-1997 state-owned commercial banks, in 1997-2003 commercialized reform of state-owned banks, from 2003 to now, integrated reform with joint-stock transformation as its core. Based on the demonstration, characteristics of bank-government relation in different periods are summarized.Part3: the dissertation demonstrates the present situation and different forms of bank-government cooperation. Roughly speaking, the following patterns have existed in current practice. The first is tie-up loan "a local financial department as warrantor". The second is co-operative pattern for solving non-performing loan. The third is co-operative pattern for supplying financial products and financing channels for enterprises and citizens. The fourth is that commercial banks serve as management consultant and policy-making adviser. The fifth is bank-government financial system. The sixth is that banks act as media to improve the development of local resources and dominant enterprises.Part4: the dissertation demonstrates the problems existing in current bank-government cooperation. They are as follows: imperfect laws and institutions; dual attitudes of local governments; unjust financial feed back system; moral risk problem; how to harmonize multiplicity of interests.Part5: the dissertation puts forward some advice to optimize bank-government cooperation. They are below. Strengthen their cooperation to deal with the challenges and competitions from foreign banks. Perfect current laws to safeguard its legal status. Orientate local government functions and implement reformation of share-system of state-owned banks to serve regional development. Enhance communication between banks and government. Build together credit circumstances.This essay differs greatly from others. Many theories just analyze the patterns and the present conditions and main problems of bank-government cooperation. Individual papers bring forward new patterns for bank-government cooperation. This paper, however, not only analyzes the present conditions and problems but also researches the development of the bank-government relation since the adoption of reform and opening policies and it even absorbs reasonable parts so as to give rational advice for building the pattern of bank-government cooperation that is suited to the country's actual conditions.
