Policy Research Of Being Put Into Effect Intelligence-anti-feed In New Countryside Construction

Although Chinese economy has been developing at a fast rate, Sannong issues is still a major concern of the whole society. For instance, the unbalance and disparity between rural and urban area is not only an economic issue but also a political one, it is a challenge to the stability and development of our country. Therefore the Party and our government lay much emphasis on "construction of New Socialist Countryside". New village-construction is the unification of country polity-construction economic-construction culture-construction and society-construction. At present, material support was much emphasized on new village construct, this paper puts forwards the thought of intelligence anti-feed. The author thinks material support is not enough for new village construct, also need intelligence-support. Talented person is the key in new village construct, particularly in rural practical talented person. As a result intelligencebottleneck of new countryside construction-the scientific and cultural character of the farmeris low, the quantity of rural talented person is few, the shortage of high quality labor is urgent, from this point of view, we put forward some plans effective in practice.The policy of industrial-anti-feed to agriculture in new village construct, there is a mutual recognition in both policy-maker and academic circles. The theoretical study of industrial-anti-feed to agriculture, especially the intelligence-anti-feed is a brand new field in new countryside construction. Increasing investment to agriculture and enlarging infrastructure construction to countryside which just resolve it aiming at it, and they can't resolve it by the root, we must proper attention to both in new village construction. This paper through that the government is inclined to countryside policy and organizational reform, emphasizing the importance of intelligence-anti-feed in new countryside construction, and from implementation intelligence-anti-feed in new countryside of necessity, realistic, feasibility needs to solve question aspects to discuss the questions that implementation of intelligence-anti-feed in new countryside construction. Based on the understanding of the vital importance of talents and knowledge in the modernization of agriculture, this paper proposes some constructive advice on boosting the intellect regurgitation-feeding in new countryside construction.
