The Selecting Of Advantageous Industries And Developing Policy For Anhui Province Accelerating Rising

Promoting Mid-China's Rising is a development strategy put forward by central government after its proposal of developing coastal region strategy, developing the western region strategy and promoting the northeast old industry base strategy. Since the reform and opening up, regarding to environmental changes taken place both in home and abroad and the reality of China's regional economy, the government has successively made regional development strategies such as 'giving priority to developing coastal region strategy' , 'developing the western region strategy' and 'promoting the northeast old industry base strategy'. But in the county's executions of such unbalanced development strategies, Mid-China region including six provinces of Anhui, Jiangxi, Henan, Shanxi, Hubei and Hunan has being in a disadvantage position of not being a strategic emphasis, which leads to its lower development, falling GDP portion in the whole country, enlarging gap to eastern coastal region and narrowing gap to western region. As a result of which, forming a comparatively obvious phenomenon of Mid-China sinking. Under the circumstances, the government put forward the Mid-China's rising strategy in 2004.Provinces in Mid-China region make a positive respond to the historical opportunity of Mid-China's Rising strategy, and adjust the industry structure and industry configuration according to their characteristics to accelerate economic development and seek Pareto improvement in economy layout. As a large underdeveloped agricultural province, Anhui should especially tie to its advantages in selecting advantageous industries and adjusting industry structure and layout to form a reasonable industrial systems benefit for its development and making related industrial policies, perfecting e infrastructure system and institutional environment, to form a required macro environment for industry growth. Hence studying the selecting and developing policies of advantageous industries of Anhui province from the angle of industrial economics has a great significance in reaching the goal of accelerating Anhui rising.Starting with the reality of Anhui economic and social development, based on the theory of industry selecting, this paper builds a frame for Anhui industries selecting and ascertaining. Using qualitative combining quantitative methods, the paper judges advantageous industries for realizing Anhui rising, and finds out the industrial policies to drive the advantageous industries development and make industry layout adjustment in space. First, this paper introduces the policy background of Mid-China's rising and economic status in Mid-China region. Through building a theoretical model of Anhui advantageous industries selecting, the paper analyzes the methods of selecting advantageous industries for Anhui theoretically, which includes related factors, principles and indexes. The writer concerns the influence factors from regional resource status, market demand, infrastructure, the country's industrial policies, regional economic and social basis. The writer bases this analysis on acting according to circumstances principle, sustainable development principle, correlation principle, opening principle and indexes demonstrating the industry growth potency, driving function, economic effect specialization opening up degree and sustainable development, using qualitative combining quantitative methodThis paper study the model of selecting advantageous industries of Anhui province by analyzing demonstration, based on society economic growth basis and industries situation of Anhui province, by the way of qualitative analysis and quantitative analysis combining each other ,to select Anhui province's advantageous industries which are agrotechny industry, the sources of energy raw material, manufacturing industry and high and new technology industries.Surrounding Anhui's advantageous industries, the paper study the developing of each advantageous industries. First, the paper analyzes advantages of each advantageous industries of Anhui province in resource situation,geographic advantages,Industries situation,policy advantage and practical cost. Second, the paper analyzes the problems in industry development. The results show that each advantageous industry has some problems such as lower scientific research ability, lower industry economy of scale. Finally, the paper puts forward related policies to support the development of each advantageous industries, aiming at intensifying the advantages of advantageous industries, increasing the develop strength and promoting the cause of accelerating Anhui rising. The policies include promoting the building of industry base, improving the science and technology innovation ability, developing industry clusters, strengthening industry assembles.
