Food safety is directly related to the health of people, economic development, social stability and harmony. More than 3000 representatives bring forward advices on it in fifth session of tenth national congress convention. More over, Hu Jintao, secretary-general call leaders in political bureau together to study the issue of food safety on April 23, 2007, which means the national administrators are pay great attention to this issue. The problem of food safety is nowadays the important question that people are concerned about it in China.People do not trusted in government supervision, why? It is regarded that food is the safest in United States while there are lots of counterfeited foods all over the country 100 years ago, why? What can we learn from it? And what can we do to deal with the issue of food safety in China.This paper concludes six segments, as follows:Chapter one, this part introduces us the some basic concepts, extension defining and some theories, these include the hazard analysis and critical control point, risk analysis theory, two folded culture, overflow theory and road depended theory.Chapter two, this part analyzes why it comes into contact with the issue of food safety nowadays, and sets forth the new challenges of food safety.Chapter three, this part tells us the characters of hazard of food safety from different angles including economic, technical analysis and other methods. Meanwhile, it discloses the inner reason in the issue of food safety.Chapter four, this part analyzes and compares the supervision models in America, European Union, England and Canada, this part summarizes the advantage of the developed countries'supervision models.Chapter five, this part analyzes the problems of the food safety, and introduces the history of government supervision of food safety in China, this part summarizes the wrong cognition of food safety.Chapter six, this part put forward the methods to resolve the problem of food safety in China using the modern theories and experiences of developed countries.The innovation of this paper involves two points as follow:First, this paper explain why people do not trust in government supervision of food safety from the theory that there is the culture conflict between government and people. They consider food safety from different aspects and cultural background, the conflict is that one is based on science while the other based on the concept of value. The government emphasizes that food safety is relative and not the inherent food biological characters: one kind of food is safe to some people while is not safe to others; it is safe eaten by some quantity while is not safe by other quantity; it is safe eaten in some time while is not safe in other time. In fact, the government considers safe food as the hazard is acceptable. The people emphasize that the hazard of food safety involve the feeling as anxiety, vigilance, fear, angry, and so on. People do not trust in food companies and government because the food companies, scientists and government do not think of food safety with science as well as concept of value. The government supervision must be based on science and concept of value.Second, this paper suggests that model of government supervision of food safety is adjusted under the guidance of the overflow and road depended theories, which differs from the current model, but is in accordance with supervision theories and the direct of reform of foreign supervision of food safety. It says that the supervision of food safety is one kind of public product, the effect of overflow of food safety does not localize in some proper areas. The food safety breaks through the restrict of the area. So, the duty of supply of food safety does not rest only on the local government. This paper makes some feasible suggestion of the model of government supervision of food safety in China.
