Learning Organization is one of the newest systematic manage method which has attracted many attentions from most countries. Nowadays lots of companies and plants in China introduce the theory and construct Learning Organization to improve their efficiency as well as to resolve the competition crisis. This paper takes Shanghai Telecom Information Network Department as research objects to discover the dimensions of learning organization and takes enterprise performance as a variable to discover learning organization's influence upon enterprise performance. This paper aims to provide telecom enterprises with theoretical guidance and measurement instrument for learning organization construction, as well as enterprises can improve performance management and promote the level of performance according to the conclusions of this paper.The study mainly includes: the current status of this enterprise constructing learning organization, correlation between learning organization and enterprise performance, learning organization factors which affect enterprise performance, the section difference in learning organization and enterprise performance.The learning organization theory of Watkins and Marsick is the theory basis of this paper. The scale takes Dimensions of Learning Organization Questionnaire (DLOQ) designed by Watkins and Marsick through exploratory factor analysis and reliability test. A three-dimension model is discovered, which includes system thinking & strategic leadership, organizational culture & learning system, continuous learning & dialogue. Enterprise performance is chosen as a variable to show the learning organization's influence on enterprises from one aspect. A scale is modified from 12-item questionnaire of Yang by exploratory factor analysis and reliability test to measure the level of enterprise performance from four aspects of learning & improvement, internal operation, market prosecution , clients service.The research collects 164 valid samples. The study conducts correlation analysis , regression analysis and variance analysis with these samples. The results show that learning organization and enterprise performance are significantly correlated. It is concluded that which dimensions of learning organization influence the level of enterprise performance. The conclusions are that system thinking & strategic leadership has positive influence on all four aspects of enterprise performance, organizational culture & learning system has positive influence on the dimension of learning & improvement, continuous learning & dialogue has positive influence on market prosecution and clients service.At last, the study provide some valuable countermeasures and suggestions. This paper proposes the following countermeasures: encouraging continuous learning & dialogue to solidify learning organization foundation; establishing organizational culture & learning system to ensure constructing learning organization; strengthening systematic thinking & strategic leadership heading for learning organization. This research has established a learning organization constructing model of Information Network Department.
