Research On Luocheng County's Urbanization Developmental Strategy Plan

The urbanization is not only an important way to realize the economic structure optimization and the industrial structure promotion, but also the basic outlet in planning coordinated development of urban and rural areas. By 2004, the urbanization level in China has already amounted to 41.76%, while Luocheng county was only 24.8%, 16.96% lower than the whole country's level. Low level of urbanization has been the major factor to restrict the whole county's sustained development of economy and society and has also severely held back the coordinated development process of the urban and rural areas.Basing on the previous development of Luocheng county's overall planning since its establishment and combining the newest'Luocheng Mulao Autonomous County's Overall Plan (2003-2020)', the paper analyzes the problems of overall planning and its reasons, discusses factors restricting implementation, and then proposes relevant solution and countermeasures so as to provide reference to similar counties at disadvantages in both resources and locations. The main body is consisted of five parts:Part I. To introduce the selected topic's background, purpose and significance, and its structure, method and innovations as well;Part II. To elaborate the basic theory of urbanization, including basic connotation, theory development and theory apocalypse;Part III. To analyze the urbanization's development background and strategy significance;Part IV. To analyze and research the history evolution, current characters, existing problems of strategy plan on urbanization of Luocheng county and its reasons, and also explore factors that restrict its further implementation;Part V. Taking a comprehensive analysis, to bring forward the strategy to accelerate the urbanization development of Luocheng county, including guiding ideology, guiding principle, strategic objective, development evaluation, pattern Discussing and system indemnification.Two creative views are seen in this article. The first is to supplement the connotation and definition of urbanization. The second is to deeply analyze and bring forward a strategic ponder to the urbanization development of Luocheng county according to the current problem, difficulty and cause on implementation.
