The Research On Infrastructure Financing System Innovation For Chinese Small Towns

Promoting urbanization is to promote economic and social development of a positive cycle of major initiatives. From the status quo of China's urbanization, industrialization and economic development and the development trend, China has entered the stage of accelerated urbanization process. The infrastructure is the measurement for the level of development of small towns and also an important indicator of quality. And small towns'infrastructure funding shortage has seriously hampered the development of small towns, how to address small towns infrastructure financing problem is the development of small towns in the priority tasks .This paper based on the main line system,using the institutional change theory and local government and public management system innovation theory,aims at small town infrastructure financing problem,and systematic study of small town infrastructure financing system and the evolution of innovation. From the system level,it analyzes small town infrastructure financing difficulties reason,and makes small urban infrastructure financing system the need for innovation. By analyzing small town infrastructure financing system innovation it determines the direction of innovation system .Then, it analyzes the function of local government in promoting small urban infrastructure financing system of innovation, and establishes the local government a dominant position. Finally,focus on focus on the existing problems in the small towns'infrastructure financing system, raised from the local government should change investment; broaden the financing channels; innovative financing management system; build an effective monitoring system of financing; provide the protection the policy initated several small towns infr- astructure financing system innovation.
