Urbanization Development Strategic Study Of The Inner Mongolia Autonomous Region

Urbanization is a historical evolution process, means also a strategic opportunity for any country, region and or nationality. The Inner Mongolia Autonomous Region has stepped into the middle stage of industrialization; the GDP in 2005 has reached to RMB382,200.77 million, which means that the Inner Mongolia Autonomous Region is now in the economical maturity stage, urbanization rate counts up to more than 48%. Since the raising of the development strategy of industrialization, urbanization and agriculture-industrialization in 2000, economy and sociality in the Inner Mongolia Autonomous Region has changed a lot and achieved considerable development, per capita GDP has arrived at US$2000. To study and set up a proper strategy for urbanization, to plan and control the process of urbanization has become an important item on the agenda.From the view point of strategics, starting from analysis of current situations of economy, sociality and urbanization in the Liner Mongolia Autonomous Region, analyzed focusedly the industrialization modes, natural conditions, inner and outer environments, which influence and have impacts on urbanization process of the Region, this study-paper puts forward functions of five key-factors in the progress of urbanization, which are respectively city, economy, urbanization theory, organizations of urbanization. The paper predicts and analyzes overall targets and short-term concrete targets for urbanization of the Region. Through a deep analysis of product-kinds of 100 big-scale enterprises and analysis of industry-category weight-ratio distribution in the whole region, the paper confirms that industrialization of the Inner Mongolia Autonomous Region is in the resources-oriented stage, the modes of urbanization are mainly three kinds, which are city-cluster mode, city-belt mode, and city-town integration mode. Through a deep analysis of city-and-town's spacial arrangement evolution, and analysis of adjustment of industry distribution, this paper makes clear the formation change of spacial arrangement of city and town system, makes clear the development tendency of cluster-economy, further more puts forward author's strategic envision for spacial structure optimization of cities and for optimized configuration of industry-categories. Taking the solution of fanners' problem as the core, this study-paper puts forward proposals in aspects of policy and system which are in aim at assuring a smoothing implement of the urbanization strategy.
