Study On Borrow-and-Lend Money In Mongolian Rural Area And Pastureland

In recent years, with an acceleration in the rate of economic growth in our country, folks borrow-and-lend money has renewed as an age-old approach of Chinese pastureland finance. Therefore, on the basis of "seeking truth from facts" and "being objective and fair", people conduct a serious of studies on its reasonable, positive and negative functions, and also put forward some related policy suggestions showing a certain significance. Although experts and specialists in the circle of theory have already carried on numerous studies on folks borrow-and-lend money, it is still rare to analyze and make a study of folks borrow-and-lend money at the present situation in our ethnic minority area.This paper is on the basis of study of present situation in Mongolian rural area and pastureland borrow-and-lend money; and of economic society resulted from borrow-and-lend money; and of the deterioration the financial environment in Mongolian rural area and pastureland. The background and environment of borrow-and-lend money are analyzed in detail; and the expanding range is summarized. The number of subjective and objective is growing; the total amount of occurring borrow-and-lend money is increasing; the purposes and approaches of loaning tend to be diversified; the standard of interest rate is stably on the rise; and that the activity of Mongolian rural area and pastureland borrow-and-lend money can solve problems on urgent need in production process and daily life of peasants and herdsmen; widen the finance channels; create a competitive platform for Mongolian rural area and pastureland finance marketing. However, borrow-and-lend money also brings about a number of elements against setting-up of economic and stability of society at the same time when developing the economical establishment in Mongolian rural area and pastureland.As a result, as for the harness on folks borrow-and-lend money, it is very necessary to change blocking situation to dispersing situation instead of the simple replacement; to set up reasonable and perfect laws and regulations; to instruct the activities, and at the meantime, to further reform financial system in rural area and pastureland; to devote major efforts to developing the co-operative financial organization in rural area and pastureland; to strengthen the intensity of policy support; and to promote the rapid growth of rural co-operative finance organization. On this foundation, it is useful to bring forward the marketing reforms on interest rate and build up a harmonious and developing rural area and pasture finance environment.
