The supply level of rural public goods is an important indicator on measuring thedevelopment leve of rural economy and society. However, rural public goods supplyinstitution formed long time ago has been unable to meet the comprehensive andcoordinated development request of agriculture and rural economy under the newsituation,and becomes a bottleneck and obstacle to economic and social development inrural areas,and to some extent also blocks the process of building a new socialistcountryside.Facing the implementation of the reform of rural taxes and fees under thenew situation, studing on the supply issues of rural public goods and reconstructing ruralpublic goods supply system have very important theoretical and practical significance onimproving the effective supply of rural public goods, planning urban and rural economicand social development as a whole,accelerating and promoting the building of ruralaffluent society and the construction of new socialist rural areas. On the basis of previousstudies, the method of empirical analysis and normative analysis, static analysis anddynamic analysis were employed,and multidimensional perspective were adopt,includingPublic Goods Theory, Public Choice Theory, Public Finance Theory and NewInstitutional Economics. The evolution of Rural public goods supply system is a focalpoint in the thesis, and the rural public supply system is studied deeply. The thesis laystress on discussing the rural tax reform has negative impacts on the public goodssupply,with a view to designing a new rural public goods system suitable for agricultureand rural economy's comprehensive and sustainable development, and providing atheoretical basis and policy choice for department-related.
