In a country, postal industry is an important social public utility, and postal network is an important corresponding infrastructure. As the deepening of the reform of the economic system, the administrative system of postal industry cann't adapt to market economy in China, going to further deepen reform of postal system is an important and urgent task at present. How to advance the reorganization and reform of postal industry, ensure widespread service, postal market moves standard and orderly, government supervises according to law, enterprise manage by itself, all of these are important task of theoretical investigation in our country. This paper base on the experience of the monopolizing theory as well as the rules and regulations from the government both here and abroad, simply retrospect the reform and development course of the postal industry, lay analysis on the actuality and problem of its market structure, marketplace behavior and achievement by demonstration, suggests that the postal industry of our country could be detached and then restructured according to the pattern "the network service separated from other sections", manage natural monopoly, let go market competition, that is:network must be managed by postal section only, and carrying out the corresponding regulation of the entry, price, technology standand, and the quality of mass service, which ensures its widespread service. In addition, service related to competitiveness can establish effective competitive order by reform of property right, according to the principle of "back and forth", things must be done and things must not be done, leding in the proper competition, optimizing competition environment, establishing effective competition order, and then its competitiveness enhanced.
