After reform and open policy in China, the government has implemented export-oriented development pattern in order to draw the economical growth, and has yielded the remarkable result. However, the rapid development of foreign trade is following the serious environmental pollution. Among the international trades, the environmental protection and the sustainable development, contradiction and the coordination is becoming highlight day after day. Foreign investment in Pollution-intensive Industries and crossing border shifting of hazardous wastes, have already caused serious harm to the ecological environment and aroused the widespread attention. Fothermore, there is a hypothesized form of pollutant shifting in the foreign economical trade, named environmental cost-shifting. This kind of hypothesized pollution exists in the manufacturing industry product process, which produces the waste water, the waste gas and the solid wasting, also becomes environment cost and burden of exporting-trade. On the other hand, because of the difference in industrialization level and environment standard between developed countries and developing ones, there is a present situation that pollution-intensive industries shifting through foreign investment to our country. This paper expanded the definition of environmental cost-shifting, researched environmental pollution both in internal trade and foreign investment, which is the key point and the innovation point.This text is divided into five parts. Chapter 1 is introduction, introducing background and meaning of problem, research overview, research contents and the method. Chapter 2 has studied the international trade theory involving environment factor, and the relationship between environment cost and comparison superiority. Chapter 3 describes the definition and form of environment cost-shifting in detail. Chapter 4 is the core of this paper, utilizes the official statistical data to compute the environmental cost involving in imported and exported goods. At the same time, uses a math model to prove the pollution industry shifting through the foreign investment to China. Chapter 5 expounds the strategies of avoiding environment cost-shifting to China.
