Performance evaluation is an important link in personnel system, also a majorcomponent of governmental performance evaluation Existing problems in currentperformance evaluation system become more and more obvious with the developmentof political system reform in China.Applying norm research, the thesis studies auditing issues in tenure of county(municipality) leading cadres based on the theories of agency, relationship betweenadministration efficiency and incentive mechanism, scientific performance view,theory and practice of performance evaluation.
