This paper is under the big background that state-owned enterprises changed their systems,surrounding the general requirement of reviving the old Jilin industrial base, constructing the property rights system which includes a diversified investment main body as the core,and establishing a modern enterprise system as the direction, solving the historic problems which existed in the stated-owned enterprise, the group changes the system and reorganizes some enterprises. To achieve the executive, the technique backbone shareholding and leads into the strategic investor etc. forms, promoting economy strategic readjustment of the state-owned.The organization system theory of this paper is based on organization contingency theory and environmental determinism organization structure theory. Organization contingency theory advocates to use the views of system and contingency to research organizational structure meanwhile it sees the organization as a opened dynamic and society technique system, this theory consider that managers must adjust the organization structure according to the varied circumstance continuously, Nonexistent widespread applicable and the best organization structure designs, environmental determinism organization structure theory is considered that organization environment is the main determine power, But is not managers who predominated to change organization structure.On comprehensive foundation of two theories and full investigations, this paper put forward The project design of the deepen reform system of limited liability company of Jilin Nickel Industry Group, By pointing against problems existed in the organization structure, Combining with the contingency factors analysis of organizational structure optimization design and the basic principles of organizational structure design, putting forward five sets of design projects of organizational structure.Project one: Group admixture management modeThis project takes the group headquarters as the invest management center, Organize structure combines together with two kinds of management types including the straight line function system and divisional system; The group headquarters is responsible for establishing the strategic project, supervising the process, evaluating the effect of the subsidiary completely, it is also responsible for the personnel arrangement, practicing the finance as the centralization system, supervising financial policy and financial strategy of subsidiary.
