Herein, I put forward that the government should make sure the reform direction in the process of proceeding forestry system reform, stress the reform emphasis, create reform condition, provide reform guarantee on the basis of resource administration theory, continual development and forestry continual management theory and government administration theory. Thus, make the government have the role of reform's leadership body, resource's administration body, market's management body and social guarantee body, then lead the reform to proceed steadily.The forestry system reform of Yichun has a leading and probing role for putting the national forestry right system reform into deep development. It is a creative problem to construct government responsibility system in forestry system reform. So it has important real and profound historical significance.
