With the social transformation and institutional changes in the macroscopic background, the study in the relation between changes of management institution and talents mobility is becoming an important topic on improving beneficial development of private capital economy nowadays. The past studies were mostly on the basis of family-owned characteristic of management institution, organization attachment and talents recruitment or talents turnover, setting out from the dimension of Economics, Psychology or Sociology respectively. So there existing a problem that is the single perspective of theory. The writer placed talents mobility in the analytical frame of institutional conflict, researching into the management institutional changes of private enterprise in the field of the interaction of institution and action. Meanwhile, the writer brought the organization attachment into this paper. Responded the trend of matching subjectivity and objectivity, even the gap between micro and macro field. Then also blended the view of Economics, Sociology and Psychology together.The subject of this paper is the relationship between institutional conflict and talents mobility. The interaction of them actually is the operation process of the institution and action. We combed the arguments of the sociological theories and the institution economics ones concerning about the relation between them in order to lay theory foundation for discussing our point.Seeing from the history of development of the sociology theories, on the research of the relationship between institution and action, the classic sociology and modern sociology were both constrained by the thinking mode of subject-object dualism opposites, they could not overcome the dualism of structure and action , resulting in the division between subjective action theory and objective structure theory. When the contemporary sociology appeared, the research in the relationship between institution and action realized a real theory revolution. Giddens is an excellent contributor of that. That is to say, the opposites between subjectivity and objectivity is matching, the gap between micro and macro field is filling up.In Economics, the relation between institution and action is also a piece of important battlefield. It is much more obvious in institution economics. They all concentrate on the research and reveal the function of institution in mankind's economy and social life, even how it affects people's actions. And it is not difficult to find out that the change track of their relation in Economics nearly has no difference in that of sociology. The institution economics brings institution to the stipulation system of mankind's actions firstly, emphasizes its supervision, and then highlights the interaction between them.The writer put forward the core viewpoint of the paper after combing out the relevant theory: In the process of social transformation, the relation between management institution and talents mobility exists double interaction and double construction in private enterprises. Specifically speaking, institutional conflict affects the attachment of staff, and then it affects their mobility. At the same time, the social mobility of staff will also cause the response that the institutional change and innovation .The writer launched the research in the analytical frame of institutional conflict and talents mobility. Institution includes formal system and informal system. They have contradiction in the process of changes, resulting from the changing speed , transplanting function and the various difference between them. But the people's behavior is restricted by both formal and informal system, and then the conflict between them inevitably brings about an effect on the behavior of man.On the foundation of the brief analysis of the development actuality of private enterprises in Changchun city, the writer adopted the research strategy of"practice sociology", it was carried on by analyzing a series of cases. And took the organization attachment as a ligament, depicted the interactive view between institutional conflict and talents mobility.The family-owned management institution in private enterprises established in the"structure of grade"of Chinese society. The defect of this kind of management concretely represents misty ownership, dictatorial decision, disorderly and nearsighted management, even relational appointment. The contradiction between family-owned and modern management institution bruised the employee's aggressive, weakened the organization attachment of them, increased the rate of staff's turnover, even had a great bad influence on the development of enterprises. Luckily, the analysis of the success cases in other places of China verified the core viewpoint of this paper, and brought forward the counterplan thinking.To carry out positive talents mobility, we should cultivate the staff's organization attachment by constructing a series of institutions, the premise of which is that moderating the conflict between formal and informal institutions, attaining the coordination and fusion of the systems through innovation and eliminating the negative factor of the family-owned management. And meanwhile it is the institutional guarantee of talents recruitment and talents keeping.The limited material makes the validity of the analysis of the cases need to raise. Whereas, the development of private enterprises is changing with each passing day. How to cultivate the organization attachment of staff so as to keeping talents and attracting them is still an arduous and realistic topic, the thinking and the study is just a new start.
