| The employment is the foundation of the people's livelihood and the farmer's employment is the great financial and social issue. Since China becomes the member of WTO, it is more difficult for the farmer to increase income from agriculture. Therefore, it is necessary to create more opportunities of non-agricultural employment for the farmer.When the agricultural income is down, it is possible that the farmer disposes the rational manpower between agricultural and non-agricultural labor and the rural labor force turn to the non-agricultural employment field. The plant income tends to be the major part of the farmer's increasing income. And the non-agricultural income comes from the non-agricultural employment. So, to develop the non-agricultural employment is the most important method to increase the farmer's income.The Jiangsu provincial government and related government departments have taken various measures to transfer the rural labor force to be employed in the non-agricultural field. But the result is not tangible. The author, in the article, reviews the history of the non-agricultural employment of the rural labor force in Jiangsu province, uses the foreign experience for reference and studies the present situation to put forward the policy proposal for the non-agricultural employment of the rural labor force.There are five parts in total .The structure of the article is as follows:The first part is the introduction, which includes the background, the purpose, the method, the techniques and the achievements in research at home and abroad.In the second part, the author defines the concepts of the rural labor force, the non-agricultural employment and the farmer's abilities of obtaining employments, which are the key to the issue. Therefore, on the basis of it, the connotations of them are analyzed in the part, comparing both the four foreign population floating modular systems and the characteristics as well as concrete measures.In the third part, the author analyses the historical phases, the present situation, the characteristics, the existing problems and the results of the non-agricultural employment.In the fourth part, the influential factors of the non-agricultural employment of the rural labor force and the potential opportunities of employment are analyzed;Both the policy proposals of the non-agricultural employment of the rural labor force and the results of the research are put forward in the last part. |
