Along with the aggravating process of economic globalization and urbanization, the city also participate the competition as the local economy engine. In order to keep the city competitive advantage, the city operator needs to make good use of all kinds of resource and mold the city brand to promote the city's healthy development .Therefore, how to mold the city brand becomes a theoretical important topic to receive pays attention.This paper has carried on the system analysis to the city brand problem with economics, management science, marketing theory as well as related knowledge. We take the cultural connotation of city brand as the master line and human social development as the foothold. For one thing, we states the significant effect of city culture on city continually development. We divide the city brand forming process into three different stages, analyze the different characteristic for each stage, and point out the necessity of the study. For another thing, we analyze the core content of molding the city brand and its significance for the civic economic development based on dialectical relation between city brand and city culture. Therefore, in the process of construction of city brand, we should set up humanist spirit as well as human and city communal development thought. We proposed three link model to construe the city brand system, which is formed by the energetic system, the behavior system and the material system. At last, we pointed out the correct way to mold city brand based on empirical analysis.
