Cooperative finance, which is one of the major organizations supplying help for poor labors especially rural labors, has played an important role in promoting the development of rural finance in every country. But, in China, the development of rural finance has been suffering setbacks and failures. For quite a few times, the"cooperative"finance has departed from the principle of"cooperation"and almost become government-run. And finally, after the newly-initiated reformation on rural credit unions by the central government, China's rural credit unions have being striding forward along the road of commercialization.The background for the deviation of China's rural credit unions from the principle of cooperation is complicated, and its failure cannot be used as the solid proof that China's rural areas do not need cooperative finance either. Actually, in comparision with the fact that cooperative finance is occupying a smaller and smaller part in rural finances, the total demand of rural financing is becoming larger and larger due to the rapid development of rural economy. At present, the major demanders of financing in China's rural areas remain to be the vast of peasants, and the features of their financing are of small amount, decentralization and high risk. However, out of various reasons, China doesn't have real rural cooperative financial organizations yet, and because of the lack of rural cooperative finance, some social problems like the financing difficulty peasants have confronted, the abnormal activity of local financing in China's rural areas, and the prevalence of financing by illegal unions, have badly influenced the sustainable development of rural economy and the stability of rural society.Whether China's rural areas still need cooperative finance or not, and if the answer is yes how to set up the real rural organizations that can meet the peasants'financing demand, are the subjects that need immediate solution, and are the central point this thesis focuses on as well.The frame-work of this thesis is as follows:firstly, the author defines the research subject, summarize and comment theories of cooperative financing both native and international, and he has made a retrospective analysis of the practice of China's rural cooperative finance as well; secondly, he discusses the necessity and feasibility of establish China's rural micro-cooperative finance; thirdly, he draws some helpful and useful practices from international experiences that can be used for building China's cooperative finances; and fourthly, he puts forward a tentative operative mode for the development of China's cooperative organizations, and he tests its practical-ness by uses cases as well.The arguments and conclusions of this thesis are as follows:Firstly, the author insists that China's rural finance entails"cooperative". Since the financing of China's peasants possesses the qualities like small amount, occasional-ness, and asymmetrical information, cooperative financing can realize the organization of peasants and provide the peasants large amount of micro, short-term, and convenient loans. Consequently, developing cooperative finance is the optimal choice for China's peasants.Secondly, the failures of China's rural credit union do not prove that China does not possess the necessary conditions for developing cooperative finance at all. Rural credit union does not equal cooperative finance.Thirdly this thesis constitute the operative mode of China's micro rural financing organization based on the principle of cooperation, and tests its feasibility by use of practice as well.The weaknesses of this thesis are:Firstly, this thesis is just focused on a phase of development of rural cooperative financing, and consequently, it lacks the study on the whole development of rural cooperative financing.Secondly, constrained by the authors present research conditions, the materials of thesis are borrowed from others theses. Besides, the author does not make practical research on new rural financial organizations.
