The Research On Application Of Budget System For China Mobile Communications Corporation

The budget management is an internal management activity or process by quantifying the decision-making goals of enterprise and resource allocation.The comprehensive budget management plays an important role in the modern enterprise management, and it is the important method or means of intensifying enterprise inner control and achieving the strategic goals of operation.Taking China Mobile Communications Corporation as case, focused on present situation of budget management, and analyzed its shortages. In the final analysis, budget management system of China Mobile is not perfect, as the budget system involves many aspects and it is complicated. Therefore this paper mainly studied on several key issues of budget management for China Mobile, such as the organization of budget management, framework system and the computing method of user's number.Firstly, this paper summarized the course of budget management, the basis of theory, the pattern of budget management, budget making and the research actuality of budget management on communication enterprise. This part concluded that comprehensive budget management is not only the requirement of modern business management, but also the important means of implementing strategic goals, and the effective way to the improvement of economic benefits and to strengthen the enterprise capability of competition.Secondly, from the the current situation of comprehensive budget management in China Mobile, it easy to find some shortages , For example, the budget making process still need be improved, the management skill need be enhanced, budget process don't support continual improvement, budgeting cannot identify continual waste, and etc..Thirdly, considering these above problems of budget management in China Mobile, this paper redesigned organization of budget management for group and province Corporation, the budget making process, the budgeting management process, the budgeting feedback system and the budgeting evaluation system.In addition, based on the design of organizational framework, this paper presented whole framework and system of comprehensive budget management for China Mobile. It mainly includes subscriber number budget, revenue budget, expenditure budget, investment budget, assets budget, debt budget and finance budget.Finally, based on methods of curve fitting, regression analysis and Rayleigh distribution, this paper studied how to compute macro subscriber number. By comparing and analyzing these methods, we can concluded that curve fitting suit to the short-term situation, regression analysis suit to the short-term and middle-term budget, Rayleigh distribution suit to the middle-term and long-term budget.
