Telecom Enterprises Information Technology Management And Control System

As the telecom operation model transforming and the telecom market competition upgrading, the information technology has been one of the most important part of telecom enterprise competence. The IT will not only support the operation of telecom network. But also will influence the strategy and business development. As 3G age coming, the convergence between IT and business will achieve a new high level. While the telecom enterprise still have lots of problems in IT control. A rapid solution to these problems will improve the competitiveness of telecom enterprise significantly.In this paper, the author reviews the development history of IT Governance. Then puts forward the system of IT governance, including the definition, objective, content and scope of implementation in IT governance of organizations.At last the paper clearly describeds the relationship of Enterprise Governance,IT Governance,IT Management and Control,IT Management.On the basis of the research of IT Governance, the paper focus on the international standards of COBIT, ITIL, ISO17799 and the operation characters of telecom model. The author established an IT control structure of telecom enterprise. During the process, the author offers 4 procedures, 5 control areas and an IT control structure. Through the contrast to COBIT, ITIL, ISO17799, the paper gives a maturity model to assess the IT control process. Then 5 processes are selected to show how the IT control process should be designed in details.The IT control of telecom enterprise is a topic that still needs a further research in the future. I hope my research will made a positive contribution to the progress of IT control of telecom enterprises. The viewpoints and IT control structure are supposed to be reviewed continuously by every friends in this field.
