Since 2000, in order to alleviate Xinjiang rural financial "Anemia", the People's Bank of china has been taking the reform of rural credit cooperatives to extensively offer small farmers credit. In just a few years, the total small farmers loans in Xinjiang have doubled, the annual average growth rate of which is above 100%, and the quantity and quality of themn have been greatly improved. Small farmers credit as a credit to support agriculture in Xinjiang enhances service functions of major policies and measures and has played an active role in solving difficult problems for farmers, supporting rural economic development of Xinjiang, promoting income of farmers and herdsmen, the building of a new socialist countryside, and a harmonious society. It was widely welcomed by the majority of farmers in rural areas of Xinjiang. But in the course of promotion of micro-credit, there are still some problems that can't be ignored and have affected the effective results of its agricultural support, requring further solution.From the current problems encountered in farmer's small-sum loan in Xinjiang, this paper focuses on development of rural microcredit in Xinjiang as well as the status of advantages and disadvantages from the system. Analyzing and comparing various levels of policy, it proposes the improvement and extension policy of Xinjiang farmer's small-sum loan.This paper consists of a total of five chapters: the first chapter, the second chapter is mainly theoretical analysis. The first chapter is an overview of the main foreign microcredit for the development of the theory of system. The second chapter China is of the microcredit system and operational arrangements. The third chapter discusses the development and characteristics of Xinjiang farmer's small-sum loan, including the credit status and characteristics of Xinjiang farmers and practical significance on promoting the development of micro-credit and others. The fourth chapter is mainly about the analysis of Operating mode and Creatives of small farmers credit .Based on the paper, Chapter V of this essay is focused on innovation and sustainable development of Xinjiang farmer's small-sum loan.
