Research On The Reasonable Lowest Price Method And Measure Of Construction Project Bid

Through analyzing the present situation of the domestic and foreign construction projects bids, it is considered that the lowest price method conforms to the market economy rule. However, due to the imperfection of our country's construction market in present stage, it is difficult to define accurately whether the tender's quoted price is lower than the cost of project or not. Therefore, a kind of method for evaluating and defining bidding books which suits to the development request for bid system in present stage——the reasonable lowest price method is proposed. The scientific nature of theory on reasonable lowest price is further studied through the game theory and the economic principle. Furthermore, in order to increase the practice feasibility, the Analytic Hierarchy Process and the fuzzy mathematics theory are reduced for reducing the human factor influence.In the light of the present situation of the construction projects in Hebei Province,"the method for bid evaluation with the lowest price system in Hebei Province"and a series of necessary measure to guarantee its implementation are formulated. Meanwhile referring to many cases of the construction projects in our university, the feasibility of reasonable lowest price method is verified by means of analyzing and comparing comprehensively.
