Analysis To The Transference Of The Rural Surplus Labor Force Of Our Country During The Period Of The Construction Of The New Countryside

To construct a new socialistic countryside proposed on the fifth plenary Session of the 16th Central Committee of the Chinese communist party is a great historical task.The author thinks that if we want to accomplish the magnificent goal of constructing a new countryside, we must accelerate the transference of surplus rural labor force. Nowadays, there is nearly 200 million rural surplus labor force in our country, which will be likely a serious obstacle for us to construct a new socialistic countryside unless we transfer them. The transference of rural surplus labor force is a critical problem for constructing a new socialistic countryside and a harmonious socialistic society. Therefore, as far as theoretical and practical aspects are concerned, how to accelerate the transference of rural labor force is very important for us to construct a new socialistic countryside.The paper is divided into four parts:In the first part, the author analyses the relation between the new socialistic countryside and the transference of the rural surplus labor force. And then, the author refers to the viewpoint that accelerating the transference of the rural labor is an important measure to construct a new socialistic countryside. Finally, the author makes a further study of the new features and demands of the transference of rural surplus labor during the period of the construction of the new countryside.In the second part, the author analyses the current condition of the transference of the rural surplus labor force in our countryside. Then, the author lays emphasis on the actuality of the transference and the basic characteristics of the surplus rural labor.In the third part, the author carries on an in-depth excavation to the main factors restricting the transference of rural surplus labor force in order that we can put forward some policies and measures to solve the problems.In the fourth part, basing on the constraint factors during the period of the transference of the rural surplus labor, the author brings forward a solution to accelerate the transference of the rural surplus labor and construct the new socialistic countryside...
