Optimal control of the environmental economy of regions, which meansintegrating the environmental factor into the economical growth model of regions, byutility function, finally, solves the optimal path of economical growth of regions by theoptimal control theory. On the optimal path of growth of the regional economy,economy and environment of regions can be worked in harmony and developedsustainability.Basing on Romer's model and economical growth theories of regions and usingStokey's methods of Production Technology, separately constructing two optimalcontrol models of environmental economy of regions, the optimal control model ofenvironmental economy of developed region is based on technological innovation andthe optimal control model of environmental economics of developing region is basedon technology importing.Solving the optimal control model by optimal control theory, it gets the optimalgrowth path of regional consumption C: gC=(?)/C=1/ε(βγ/(1+γ)HYα(A/K)1-βz-ρ-δ),When there is stable state, the optimal growth rate of the economy,thehuman capital,the technology and the cleanliness of production technology are got.Whether developed or developing regional areas, getting adequate humancapital H and high growth rate of human capital gH is a prerequisite for the harmonious development of regional economy and environment. This shows thateducation play an important role in economic growth and environmental improvement.Of course, economic development is a prerequisite for improving the environment.Only economic development, skilled labor can be trained. Only skilled labor candevelop sophisticated technology and use them to promote economic andenvironmental in harmony.The article includes five chapters: Chapter 1, the Introduction of the regionaleconomics and economical model with environmental factors and its main conclusions.Chapter 2 gives the variables, functions and equations of the optimal control model ofenvironmental economy of regions; Chapter 3 builds a multicultural optimal controlmodel of environmental economy of developed regions, solving optimal control modeland analyzing; Chapter 4 builds a multicultural optimal control model ofenvironmental economics of developing regions, solving optimal control model andanalyzing; Finally, the conclusions, and points will be researched farther.
