Essay On Fiscal Transfer Payment System Of Tibet

The Inter-governmental Fiscal Transfer Payment System is important to balance the different of finance and promote the public service. Tibet finance has been supported the construction of local government and Tibet economy. But the current of transfer payment system because of some reasons as follows:First, the boundary is too long to protect, this needs more of fund than any other place. Second, the bad natural environment needs more fund to develop the economy. Third, the basis of economy is very weak; it led to the market's limitation.How to conquer these problems,perfect the transfer payment system of Tibet is the most important question . In order to perfect the transfer payment system of Tibet. I put forward some opinions and advices in this paper.This paper was divided into three parts except introduction and ending.The introduction contained background and meaning, the present conditions, road map and approach etc..PartⅠfocused on the basis of transfer payment system of Tibet. I expounded the basis as follows: law system, the political affairs of Tibet, the development of economy of Tibet, the finance characteristics of Tibet and so on. PartⅡmain analyzed the current transfer payment system of Tibet. I described the pattern of transfer payment system of Tibet and its advantages. Then I focused on the problems and reasons of current transfer payment system of Tibet.PartⅢwas of the most important part in this paper ,on solving the problems. I put forward some suggestions and opinions to solve the problems mentioned above. These suggestions contained the fundamental principles, the object and pattern of transfer payment system of Tibet etc..
