| Commonweal recycling is a node industry and it plays a key role in the country's sustainable economic and social development as a whole. The development model for recycling industry, which took its form in times of planned economy and which was invested, constructed, operated and monitored by the state itself or state-owned enterprises representing the state, could hardly meet the public demand. Through combining theories with realities, this article will explore paths for improving commonweal recycling industry, introduce the concept of concession, and concentrate on the analysis of interaction between rights and powers, aiming to bring forward a possible solution to promote the country's commonweal recycling industry. |
