In recent years, as our country's economy booming rapidly, the importance of the rural poverty problems becoming more and more distinctive. It is such a serious economical and political problem that is attended by the government leaders and the multitude.But on the other hand, the government antipoverty efficiency is descending continuously which is putting more stress on the status quo of rural poverty, and how to raise the government antipoverty efficiency has become a focus question earnestly concerned about by the public.This article adopts x-efficiency theory put forwarded by H.Leibenstein dividing the antipoverty efficiency into two kinds, namely resource allocation efficiency and organization efficiency and considering the efficiency of antipoverty is, on the one hand, the efficiency of resource allocation of antipoverty, namely the efficiency of allocation of capital, manpower and material resources, on the other hand, the efficiency of antipoverty mechanism, namely whether the antipoverty mechanism incentive compatibility, that is to say whether the objective of the agent in antipoverty organization is consistent with the objective of the central government.In this thesis, I have in order analyzed the resource allocation efficiency and the organization efficiency.Firstly, I have used both qualitative and quantitative methods analyzed the macro and microenvironments that poor farmers are facing combining the questionnaire and other related data, finding out the main factors which result in poverty. On this groundwork, I have ranked the main factors through a metric model according to their importance degree, then balanced whether the government allocates the poverty resource in such a sequence at the present time, and also have made out the judgment that the present resource allocation is generally efficient, and at last I have given suggestions for further antipoverty project on the basis of the main factors resulting in poverty. Secondly, I have analyzed the organization efficiency with a game model, and the outcome shows that it is inevitable for antipoverty funds to be utilized improperly. Aiming at this phenomenon, I have redesigned the poverty mechanism utilizing Principal-agent Theory.The thesis has adopted the knowledge of economics of development, information economics and other subjects,and creatively introduces the X-efficiency theory for the first time to the poverty problem research field.
