The Quantification Analysis And Countermeasure Researching On Qinghai Private Economy Development

The article is totally divided into 6 chapters. The first chapter is to define the concept and overview the related theories. The chapter summarized the domestic research condition of private economy and Qinghai private economy, discussed the purpose and meaning of the research, enumerated the method and main theories which will be used in the research, and carried through defining the private economy concept, put forward that the private economy in the article is no-national economy from the broad sense angle to see and is the individual economy, privately owned economy and "three property" enterprise from the narrow sense angle to see.The second Chapter mainly carried on quantification analysis to the present condition of Qinghai private economy. That first section of the chapter carried on a rough review and summary about the development history of Qinghai private economy before 2000. The cecond section opened out the change circumstance of Qinghai private economy's status, industry structure and management profit during the period through analysis the indexes of the production percentage, the employment percentage, the contribution percentage to the economy rise, the industry structure, the labor productivity etc of Qinghai private economy during 2000 to 2005, and get some basic conclusions as follows: A, the status of private economy in Qinghai economy development continuously rose, the own strength of Qinghai private economy continuously strengthened; Two, the effect of promoting Qinghai economy and society development by private economy strengthened consistently; Three, the industry structure of private economy wasn't very reasonable, and the industry competition ability continuously strengthened; Four, the whole performance of private economy was still good, the different economic type had much different performance.The third chapter mainly carried on to analyze the present development condition of Qinghai private economy compared with the whole country, the west and the northwest region. Section 1 mainly carried on to compare the scale, percentage of Qinghai private economy with the whole country, the west and the northwest region's level, the quantification index to be selected mainly was: The number and its percentage of the private enterprises, the number and its percentage of its employment, the year revenue and its percentage of the private enterprises, the total property amount and its percentage of the private enterprises. Section 2 mainly carried on to compare the performance of Qinghai private economy with the whole country, the west and the northwest region level, the quantification index to be selected mainly was: the labor productivity, the employment number of every enterprise, the register funds of every enterprise, the production of every enterprise etc. Section 3 summarized the development level of Qinghai private economy in the whole country, the basic conclusions are: A, the whole development level of Qinghai private economy is very low; Two, the scale of Qinghai private enterprise is small and its performance is comparative bad; Three, the private industrial enterprises of above scale in Qinghai develope slowly, perform bad and their competition abilities are weak; Four, the "three property" industrial enterprises above scale of Qinghai develop quickly, perform better, and their competition abilities are stronger.The fourth chapter analyzed the main factors that blocked the development of Qinghai private economy. Section 1 mainly analyzed the exterior environment of baffling Qinghai private economy development, these baffling factors mainly included: A, the restriction of culture and idea, such as the thought conservative, the opportunity and competition consciousness weak, lack reformation spirit, be accustomed to the planning economy means etc.; Two, the restriction of policy environment, such as the government service don't arrive at the suited place, the business cost is higher, the favorable policy is hard to implement, the policy fluctuate great, the market reformation progress slowly, the private economy is difficult to finance; Three, the restriction of the bad situation, such as being far away from the economy center, the transport cost being high, the information being ineffective, being lack the gathering effect, and the bad natural weather condition limit the inflow of foreign investor and the talented person etc..
