The Governmental Role In The Anti-poverty Process In Remote Mountain Area

Anti-poverty in remote mountain area is an important task in many fields. This thesis emphasizes the governmental role and the practical approach. In the contest of the construction of harmonious society, the actuality of mountain area is the obstacle.Poverty in remote mountain area is caused by various reasons. Only can the whole society help residents in mountain area to get away from narrow circumstances. Meanwhile, there are non-scientific and non-reasonable phenomena of the role position in the mountain area government on the different degree. This relocates the government role to put forward an urgent request. Because of the influence of the traditional administration mode and the administration culture, the governmental memory is immoral, short-term behavior etc. To remove these bad phenomena, we should firstly resolve the role position of the government.The thesis tries to find out the systematic government role position, including six grounds: environment manager, macroscopic decision maker, the system innovator, service provider, policy supporter, new farmer invocator.Only by the fulfillment with creative government performance view, the creative development strategy of remote mountain area, the innovation of development path, creative government function, the innovation cooperation mechanism, will redress the government role wrong, and help the remote mountain area take off the poverty as early as possible.
