A Study On Optimization Of Sichuan Financial Expenditure Structure

Since opening-up and reform, the financial work of Sichuan Province made substantial progress, and the financial strength was continuously stronger, but the financial expenditure still faces many problems. They behave on the one hand in the financial expenditure's relative shortage, and is hard to satisfy the urgent request of the economic and social development, so as to influence the governmental function's implement normally to some extent. And on the other hand the current financial expenditure's structure isn't entirely reasonable, and exists the problem that the structure is out of balance. In order to adapt the request of the current market economy and the government function's changing, Sichuan should remove the unreasonable factors in the financial expenditure actively, and make the financial expenditure's structure progress toward the rational direction.The paper selects the adjustment and optimizing of Sichuan's financial expenditure structure as the investigative object and consists of six parts. The first part introduces the background of this research.On the basis of the prevenient academic research harvests, the second part summarizes the theory of financial expenditure's structure, and looks back the financial expenditure management's process, for the sake of laying a foundation for finding out method and path to optimize Sichuan's financial expenditure structure. The third part analyzes the financial expenditure's status in Sichuan Province from the total amount aspect and the structure aspect. At the foundation of the second part's analysis, the forth part points out the financial expenditure's structure in Sichuan Province exists some problems, such as the constructive expenditure is deficient, the administrative payout leads a quick growth, expenditures on subsidies to social security programs rise slowly, and so on. After knowing the problems of he financial expenditure's structure in Sichuan Province and based on dividing total amount of Sichuan's financial expenditure into seven parts, the fifth part first use GMDH to forecast the total amount. And then we use goal programming to optimize the first result. Combining the qualitative analysis in the fourth part and quantitative analysis in the fifth part, the sixth part firstly probes into the way to make Sichuan rationalize the financial expenditure's structure, puts forward the corresponding proposals on how to adjust and optimize the financial expenditure's structure expenditure in the Sichuan province.
