Thus, the continuously adjust the structural of energy resources, electric power take up more and more portions as a efficiently an clean power.Recently, electric power demanding keeps prosperous increasing, along with the acceleration of economic developing in 2005, the economy increased up 9.9%, and the electricity demanding of all the society increased up 11.8%.The phenomena that electric power demanding increasing rapidly attribute to two reasons. On one hand, electric power providing is increased as the continuously investment in electric power construction, which can satisfied the need of economic development, on the other hand, the characteristic of electric power demanding and using has changed a lot. Such as, the Peak to Peak Voltage enlarged, the difficulty of system balance and system security strengthened. Nowadays, the peak load increased too quickly that exceed the provide capability of electric system, which caused some of province restrict the electric power using in running time. But the demanding for the whole nation equipment generation is not enough. That why technical personnel seek a new solution which is called Demand Side Management. And they cleanly aware the utility of DSM in realizing continuous development, as the needing of environmental protection. Just based on such background, we should enhanced the popularity of DSM.In this paper, the supply and demand of Chinese energy and electric power has been analyzed, and the successful experience of implementing DSM in foreign countries recommended has been introduced. Based on above, the main factors that hinder electric DSM development in our country has been analyzed, for example law imperfection, lack of police support, enormous risk of DSM project implementation, fund insufficient, unreasonable price of electricity, quality problems of electricity conservation products etc. At last, the constructive advices for electric power enterprises to implement DSM in our country have been proposed. The research conclusion of this paper is to promote the implementation of electric DSM by means of the effective combination of administrative measures, financial measures, technological measures and guided measures. The electric network company should be the major entity of DSM implementation, and DSM commonwealth plan funds and reasonable system of electric price structure should be established. According to the current situation and development trend of electric power market of our country, energy and environment still are the two factors to restrain economic development on the long-term view. The capability construction of government efficiency management institutions should be place into the reform deepening process based on the long-term strategic view.
