On Country Debt And Its Solution

Since 1990, debt has been a serious problem for country government or organization. Owning to the fiscal limits for most of the countries who was already in debt, there's a hard contradiction between the overload debt and the reality of hard to deal with. And this kind of heavy debt may put more on farmers' shoulder, worsening the relationship between country government or orgnization and farmers and threatening the steady of the countryside. In this essay, author thinks that the debt problem for country has expand its own region, and becomes one reflection that related to rural politics, economy and social problem. This huge amount of debt not only shows the exsisting problem of rural fiscal system, but also expore the weakpoint of China's administrative system. Its has its full theoretical and realistic through the research on country debt, such as how to avoid and deal with the risk from country debt, how to defend the rural steady, how to improve the development of countryside, and how to build a harmonious society.This paper was done based on five aspects. First, after analysing the reality of nowdays' overload country debt, the author points out the historic problem of overload debt problem by satistics, and then discuss the regional distribution, structure of debt owner, its function and expiration and intrests level for a better knowledge of country debt. Second, do research on its own classification, charecteristcs, risks and trend of change. Third, I focus on analysing the causes of country debt, not only realising the effect on country debt from fisical system, and put forward some deep reasons that easily form country debt problem under the exsiting administrative management. Forth, revealing the effects that country debt do to all social levels. Fifth, the most important and also most weak point of this article, author put forward some solutions to dealing with country debt from the view of decreasing the debt quantity and resticting the growth of debt.The innovation of this paper may lies in deep research on the causes under the reality of overload debt problem, and then arising to system, not only realise its causal effect from fiscal system, but also analysis from the view of administrative system. After discussing its influence to our country's local government and economic development, I point out some practical solutions.After analysing the problem of country debt and its wayout, some flaws exposes. Most obviously, final results and solutions maybe still suitable for some one, and lack a macro overview, it means a reform and suggestive solution that including finance, fisic, tax, system of administrative management, institution reformation and law. Country debt is not a isolated problem, so one single policy or proposal can not basically solve the problem of country debt, and need more research work to search a comprehensive solution on a higher eyesight.
