Research and development(R&D)is the source of independent innovation,in the new situation,how to focus on independent innovation,and make our country into an innovation-oriented country,is the glorious mission entrusted to us in the history. Faced with the dominant position of developed countries in the economic and scientific aspects,in the face of surging wave of new scientific and technological revolution and the increasingly fierce international competition.China need to survive and develop in the world of the stronger survival,we must attach great attention to the R & D question which related to people's livelihood,therefore R & D investment analysis on the contribution rate is particularly important.This article comes from the national soft science research project "R & D input the contribution rate calculation and optimization study" is the deep analysis and study in R & D contribution to the rate.This article is using random frontier regression model to measure controbution of R&D,the general regression neural network model can be applied to achieve,but so far has not reported in the literature of neural network model of stochastic frontier of computing.Random front surface model is based on the general's return,add a probabilistic sense,the front face(DEA),and the frontier function is completed in the ordinary regression after calculation.According to this feature of our structure of a Fork Neural Network,enabling the use of stochastic frontier model TFP measure. Through all of the programming process,incorporated into our own software system DASC.This Fork Neural Network enriches the neural network theory.On the basis of DASC software system to measure the contribution rate of TFP, develop the R & O contribution to the realization of the measure.In the parameters estimate,using economic statistics data which comes from the state Statistics of 1987-2004,the conclusions isα= 0.7~0.8.β= 0.2~0.3.Then through these data and methods to analvsis our countrv's TFP contribution rate and the rate of contribution of R & D from 1987 to 2004.the conculution is that in recent years with China's rapid economic development,China has made remarkable progress,but R & D investment still remains at the relatively low levels,contributes to economic growth rate needs to be further enhanced.R & D input through TFP to promote positive economic development,and the foreign direct investment(FDI)on the direct role of technological progress to promote domestic R & D activities are unfolding,the impact on R & D domestic stock more than the impact on the TFP bring by structural adjustment and FDI.
