The Supporting Route Of Development Bank To The Strategic Leading Industriy

The central region is composed of Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan province. The state administration departments, local governments of central region , and the experts continuously exploit the developing strategies of central region, since the rise of the central region was promoted formally as a national strategy in March, 2004. Based on the thought that the competitive advantage of developed country is composed by the industry instead of individual enterprise, and the present situation that the central provinces' leading industries are facing with the threats of being limited in the low-leveled end of both international and domestic industry for a long time, it is very necessary for the rising of central region to promote its strategic leading industries, so as to improve the upgrading of its leading industries and optimize its industrial structure. The strategic leading industry is a new kind of leading industry which has important strategic implications. The cultivation and fast development of strategic leading industry need effective financing support. As a national development bank, China Development Bank (CDB) should continue to provide more lasting and perfect financial service for the adjustment of industrial structure of the central region. In addition, after the reform of policy-based banks, CDB will widen its own business scope, which is advantageous for its supporting the strategic leading industries in central region through many kinds of forms and markets. The route that CDB supports the strategic leading industry of central region will be an efficient and win-win choice for both the economic development of central region and the CDB. Therefore, it has important significance both theoretically and practically to research on the supporting route of development bank to the strategic leading industry in the central region.This dissertation takes the method of a combination of experience induction and logic deduction, also a mix of empirical and comparative analysis, to summarize the theory and practice experiences. Then the author applies these methods in the dissertation according to the special instance of the central region. This dissertation provides the entry route of development bank to the strategic leading industry of the central region by referring to the experience of domestic and foreign financial organ supporting industry development, and in view of the development of financing and each financing channel of strategic leading industry in central region, and concerning the advantages and the opportunities of the development bank supporting the strategic leading industries in the central region. Finally, it puts forward the exit route according to the risk elusion and the investment structure adjustment.The body of this dissertation is structured as follows. Section 1 discusses the financing situation and the environment of strategic leading industries in the central region, and concludes that the central region is urgent to improve the financing condition of the strategic leading industries. Section 2 puts forward the present strategic priority of development bank in the central region, analyzes the development trend, the advantages and the opportunities of development bank. Then according to the existent service domain of CDB, and the services of the domestic and foreign other financial organ, this dissertation proposes the enter route of development bank to the strategic leading industries in central region in section 3. At last, it analyzes the withdrawal opportunities and methods for reallocating the resources to support the strategic leading industries, and avoiding the risks effectively.
