Telecom is one of the most open high-tech industries with a super developing speed. The rival between enterprises depends on the inherent capacity for innovation. As R&D team is the basic unit in most enterprises,the management of R&D team is very important.However , complicated circumstance , knowledge-intensive essence and multi-functional teams make it hard to manage the R&D team. Traditional policy of R&D team can't manage it.Some problem is found:information can't be shared , power is too focus , few controlling mechanism is introduced, bad incentive mechanisms lead to error conducts , and so on .This Article is base on principal-agent to discuss how to solve the problem of R&D team. There are two factors: internal controlling mechanism and external incentive mechanism. The methods for internal controlling mechanism include defining functional responsibility clearly; carving up periodic milestones; open communication; power distribution and mutual controlling; promoting benign conflicts. The methods for external incentive mechanism include setting up a collective willing and mental contract; friendly salary; reputation base on long-term games; justice base on contribution; accredit; setting up a good culture.The result has been applied in JM Ltd Corporation, to be reference and guide to another.
