To deal with the problem of investing with the bias in the income expectation to the construction project which waste resources and result in massive bad asset and loan in China, recalled the history of research, applied the theory related, adopted the methods of combining assumption derivative and methods related , case-study, contrast, Ect, put forwarded the concept, the theory and some methods related, discussed the importance, the necessity, the role, the possibility and the operation reality,analyzed its impact and the way of impacting. It urged to research the average rate of right income expectation to the construction project, utilize the data to calculate the parameter of bias correction for bias correction analysis to the result of project appraisal. It concluded that the financial problem of current massive bad asset and loan in China, by studying and implementing the method of correct the bias in the income expectation to the construction project, could be resolved in the future and it is possible.that the rates of bad asset and loan could be very low, close to zero even.
