Study On Development Status Of Science And Technology Intermediate Organizations In Jilin Province And Countermeasures

China is now in the transformation period of modernization in three aspects, including transformation from agricultural society to industrial society, from traditional society to modern society and from planned economy to market economy. Many noticeable changes have taken place in social life in China, and one of them is the appearance of many non-governmental and non-profit social organizations. Phenomena of"government malfunction","market malfunction"and"contract malfunction"come forth in management of public affairs due to differentiation of interest pattern, diversification of social concept and gradual increase of various kinds of contradictory conflicts. This situation not only needs government, subject of public management, to solve carefully by public power, but also needs non-governmental public organization, subject of quasi-public management, to correct unbalance rationally and make up for malfunction or shortage of government.The world is now entering the climax of a new round of technological innovation. The high-tech industry, with information technology as core, is in the leading position in adjustment of global economic structure, and the new economic growth point is in scientific and technological industry. Technological innovation and transformation of scientific and technological achievements have become the main power for economic growth. Technological innovation, which will not be realized without supporting services of national innovation system, is the original power for economic growth of a country, and science and technology intermediate organization is the important component of national innovation system. Meanwhile, science and technology intermediate organization, as a non-governmental public organization, plays an important public management role to make up the government absence during transformation of government functions. In addition, it is able to optimize the innovation environment and enhance the innovative ability of subject of technological innovation, to establish intermediate transformation channel and accelerate transfer of scientific and technological achievements to industry, to bring the function of market regulation into play and optimize allocation of production factors, to provide specialized services and push forward the industrialization process of high-tech, to standardize the behavior of market subject, and supervise and regulate the market. Therefore, government must take effective measures to push forward its development healthily.As an underdeveloped province in economy, Jilin Province has weak ability to link up the low-level industrial structure and high-level original scientific research, which needs strong engineering ability. To realize transformation of a series of scientific and technological achievements in reconstruction of old industrial base depends on technological leapfrogging. In order to realize leaping development of national economy, we must construct an energetic and vigorous technology innovation system depends on the advancement of science and technology, under the guidance of"Three Represents". Only by taking the road of technology innovation, can we accomplish the overall strategic task of developing the province by science and technology in order to bring the late-developing advantages into play to fulfill all tasks in the eleventh five-year plan. Jilin Province faces many important subjects need to be solved urgently in realizing the leaping development of economy. The uppermost ones are: first, deepening the reform, establishing and perfecting the operational system of regional socialist market economy. Secondly, improving the entrepreneurial environment, establishing regional innovation system of knowledge and optimizing allocation of production factors. The accomplishment of these two tasks, depends on the establishment of market and social intermediate organizations, especially science and technology intermediate system, which needs to be driven by government to great extent. Therefore, making full play of science and technology intermediate organization and strengthening its construction will be the main task and key orientation to accelerate transformation of scientific and technological achievements within a period of time in future.Many problems are found existing in science and technology intermediate organizations in Jilin Province, after contrast research and analysis on development situation of them, such as: low degree of social identity, strong dependence and poor independence, the overall level is low, backward of means, the number of backbone technology intermediate organizations with core competitive competence is deficient, market order is not standardized, unequal competitions exist, specialized talent is deficient, public information infrastructure is backward, regional development is imbalance, internationalization degree is low, etc. Main reasons for these phenomena are: first, the government reform is not complete and the development space for science and technology intermediate industry is small. Second, the marketization level and legalization level of society are low. Thirdly, the intermediate industry is not correctly understood in society and the market demand is deficient. Fourthly, it lacks development plan and policy support for intermediate industry.In view of the problems existing in development of science and technology intermediate organizations in Jilin Province and reasons, the government must energetically push forward the development of science and technology intermediate organizations to achieve technology innovation and successful transformation of scientific and technological achievements in Jilin Province. To persist in innovation, under the guidance of principle of"do-something, not-to-do-something", and construct favorable environment and measures for industrialization development of science and technology intermediate service in Jilin Province, and strengthen the investment and support for it. According to the characteristics of technology market and stipulations concerning intellectual property of WTO, to establish new Regulations for Management of Technology Market, and perfect the system of laws and criteria for risk investment to realize diversification of investment subject. To establish perfect trade association of science and technology intermediate organizations in Jilin Province and strengthen the trade management and self-discipline. To establish network platform and strengthen the intercommunication of all kinds of science and technology intermediate organizations, and cultivate high-quality specialized talents adaptive to the development of science and technology intermediate organizations.Although the science and technology intermediate service industry in Jilin Province has developed for decades, an integral and effective service system has not been established yet. At present, the studies on construction of science and technology intermediate service system in Jilin Province are relatively deficient. This study is only a pioneer exploration, which is expected to lay a good foundation for further studies in future.
