There has been a fast-growing investment tendency in Jilin Province ever since the debut of policy of revitalizing this traditional industrial base. Recently, many voices have been trying to argue against the current policy of long-term promoting investment set by the province administration, suggesting focusing on stimulating consumptions other than investment. While, through an in-depth view and thorough analysis, we think it is critical for Jilin Province to maintain the policy emphasizing on investment, not consumptions, at current economic stage. Hereby we also proposed likely circumstances we might face in the near future as well as possible solutions for current and future situations.First we described the general understandings in investment and discussed related concepts and theories, such as the dual effects of investment stimulation at recent industrialization-growing stage. In the second part we further analyzed the essential roles of investment in economy growth in several countries as well as areas by unraveling their economic continuous development stages. For the examples of nearby countries, we focused on Japan as a developed country, and India which is a fast growing developing country; in the national wide aspect, we analyzed the economics in Zhejiang province. We briefly described the critical roles of policies leaning towards investment in booming economy in these countries and areas, especially at the early and later industrialization stages. Jilin province is at its middle stage of industrialization, the continuation of our long-term policy emphasizing on investment is critical and practical for its afterward economic growth in the near future. As the third part, we dissected thoroughly the national policies aim in regulating macroeconomic, especially those announced after the year 2003. We subsequently examined the essential impacts of investment in economic growth, and specific requirements of national economic policies. It is critical for Jilin province to maintain the policy underlining investment in order to achieve the goals of revitalization. Finally, we investigated current capital permanent asserts structure in Jilin province and proposed possible solutions. Although these is relative fast investment growing in recent years, we are still facing circumstances like limitation in the overall amount, and property structure is yet needed for optimizing. Special attentions should be paid as well on the consequences in industrialization upgrading, effects on environment and the focusing on areas related to the public livelihood.
